are but a few of the results from our year long analysis of the IT Industry.

Over a year ago, several IT industry professionals got together over
beer and BBQ and began discussing off-shoring and its effects upon the
US IT industry. The discussion became serious very quickly as we all
agreed that something had to be done to allow us to compete with off
shoring.

After a year of analysis, several programs were created. These
programs singularly could not compete but woven together have allowed
us to create a business model that pushes back against off-shoring.

We identified several areas in the IT industry that needed
improvement;

Issue # 1 - Education - We felt that there was a serious lack of bridging
between corporate America and education. The new blood we were
receiving from the various universities was not productive to begin with.
There was always a prolonged period of ramp-up to get these resources
productive.

Answer to issue # 1 -
IT Apprenticeship - We have worked with the US
Dept of Labor to create a federally certified IT Apprentice program that
includes On the Job Training (OJT) as well as Instructor Led Training
(ILT). Our Apprentices receive 1440 hours of ILT from 4 year, 2 year and
technical schools, as well as 3010 hours of OJT working on real life
corporate projects.

Issue # 2 - Management of skill sets on a project basis - Normally, on
projects we have to define the highest level of skill set needed for a
resource by the most complicated task we will have that resource
perform over the life of the project. Even if a very small portion of the
project requires this level of skill set, we are stuck paying the higher skill
set price for the entire length of the project.

Answer to issue # 2 -
Dynamic Team Environment - We have created
development teams that spread skill sets from the very skilled to entry
level. Tasks are delegated to the proper resource at a task level instead
of at a project level. This allows us to bill the project work at a blended
rate versus a flat highest skill set rate.

Issue # 3 - Offshoring - How to compete with the low costs of offshoring
that has become so attractive to corporate America?

then come back to our facilities to lead teams and mentor apprentices on
